Our Change grants

Our Change grants provide funding for individual projects that aim to address issues or gaps limiting people's access to justice. 

These grants are an effective way for not-for-profit organisations to implement strategic initiatives that help Victorians prevent or resolve legal problems.

We award Change grants annually and tailor funding to suit the needs of individual projects. This sees us offer grants of up to three years, where appropriate

Through our Change grants we promote innovation in service delivery, policy and law reform, helping to reduce disadvantage in Victoria's justice system.

Change grants offered in 2026 will be awarded across two streams:

  • Justice Anew
  • Building Justice

Change grants are now open and close on Monday 2 March 2026.

The Justice Anew stream aims to support the Victorian community legal sector to work in partnerships to implement ambitious, transformational initiatives that will shape the future of legal assistance in Victoria.

Applications are welcomed from Victorian community legal centres (CLCs) working in partnerships to harness technology, service system redesign and/or economies of scale to improve justice outcomes for Victorians.

The Building Justice stream aims to build on what works to improve justice outcomes by supporting not-for-profit organisations to embed, scale and/or replicate transformative initiatives that help more Victorians prevent or resolve their legal problems.

Applications are welcomed from not-for-profit organisations working to improve access to justice in Victoria. We are looking to support ambitious and promising models that demonstrate strategic vision.

Application guidelines

Eligible organisations

Our grants are available to not-for-profit, non-government organisations whose activities take place in Victoria:

  • Justice Anew grants are available to partnerships with a Victorian community legal centre as the lead applicant.
  • Building Justice grants are available to not-for-profit organisations working to improve access to justice in Victoria.

How to apply

Review the guidelines to ensure your organisation is eligible to apply and that your proposal aligns with grant stream aims and criteria.

In February 2026, speak with the Grants team about your proposal before you submit an application form. Book in a meeting time by emailing funding@lsbc.vic.gov.au by no later than Monday 16 February 2026.

Complete your application via our Online Portal and submit it by 5pm on Monday 2 March 2026.
