2025 Strong Foundations grant recipients

Strong Foundations grants help organisations working to improve access to justice for everyday Victorians make an even greater impact.

Unlike project-based grants, Strong Foundations grants are designed strategically to strengthen the capability and capacity of organisations, so they can keep building on their proven success.

We are pleased to announce the latest Strong Foundations grantees. These organisations are already serving diverse communities across Victoria. We look forward to seeing them continue their important work with the help of Strong Foundations funding.

Fitzroy Legal Service (FLS)

$1,000,000 

Fitzroy Legal Service (FLS) is Victoria’s first community legal centre, today FLS provides community driven justice to the cities of Yarra and Darebin. With this funding, FLS will build the foundations of a modern and capable organisation by undertaking a rebuild of their digital and organisational systems. FLS will also contribute to sector-wide improvement by sharing insights, models and tools.

Gippsland Community Legal Service (GCLS) – Anglicare Victoria

$1,000,000 

Gippsland Community Legal Service (GCLS) has been providing free legal services to the Gippsland community since 2000. GCLS will enhance their impact by creating a new role to drive the strategic work of the organisation. This will enable GCLS to develop and sustain more targeted advocacy and partnership approaches to address key access to justice barriers in Gippsland.

Inner Melbourne Community Legal (IMCL)

$1,000,000 

Inner Melbourne Community Legal (IMCL) is a not-for-profit community organisation providing free legal assistance to disadvantaged people in the City of Melbourne area. To deliver their Impact Priorities, IMCL need additional support and skills in three essential operational functions identified in their Business System Review. These functions will streamline IMCL’s operations thereby improving organisational effectiveness.

Women’s Legal Service Victoria (WLSV)

$1,000,000 

Women’s Legal Service Victoria (WLSV) provides free legal advice, casework and representation to women and non-binary people experiencing family violence, sexual violence and relationship breakdown. WLSV will accelerate best practice integrated legal assistance to become a centre of excellence and sector leader, mature their data capability, and engage specific expertise to develop and implement a fundraising plan.

Young People’s Legal Rights Centre (Youthlaw)

$1,000,000 

Youthlaw is a free statewide community legal centre providing assistance to young people (people under 25) in Victoria. Youthlaw will employ a Director of Policy and Advocacy and a Communications Manager. This will enable Youthlaw to increase the depth, reach and impact of their advocacy and better engage with young people so they are able to access the legal information and assistance they require.
