Equitable access to justice is fundamental to the rule of law, the cornerstone of our democracy. But for many people with legal problems, just resolution may be difficult to achieve, or out of reach entirely.
VLSB+C is committed to increasing access to justice for Victorians through our work as a regulator, a funder and an investor of public monies held in the Public Purpose Fund (PPF).
Our first Access to justice impact report shines a light on how our work, and the work we fund, increases access to justice for Victorians.
We are a regulator
As a regulator, VLSB+C supports a functional justice system in Victoria through effective regulation of the legal profession.
In 2022–24, we:
- answered nearly 15,000 consumer enquiries
- progressed more than 3,000 enquiries to complaints
- resolved more than 600 complaints through mediation

awarded 43 Fidelity Fund claims, totaling close to $7 million.
We are a funder
As a funder, we support organisations and projects that increase access to justice in Victoria.
In 2022–24, the Board provided:
- $141.9m to 13 funded organisations
- $25m in grants to 68 projects
- $7m of Strong Foundations Funding to 8 inaugural recipients – building the capability of organisations that make our justice system fairer and more accessible to everyone.
We are an investor
As an investor, the Board supports access to justice in the way it invests public monies held in the PPF.
