Nigel is an international authority on empirical access to justice research whose research has informed justice system reform for over two decades.

Applying social science methodologies and modern quantitative methods, Nigel's work generates insights into how the public navigates law. He specialises in creating the empirical foundation needed to make justice more accessible and equitable by revealing how systems align – or fail to align – with people's actual needs and capabilities.

Nigel's pioneering legal needs survey and legal capability research has included global guidance for the OECD and Open Society Foundations supporting UN Sustainable Development Goal 16.

Formerly Professor of Law and Social Statistics at University College London, Nigel is also a Chartered Statistician and Chartered Scientist.
